Who Can Apply

Eligibility & Sum Insured

🐟 Who is Eligible?

  • Individual fish farmers owning or leasing inland fresh water ponds / tanks / reservoirs
  • Fish pond operators and aquaculture entrepreneurs
  • Self-Help Groups (SHGs) and Farmer Producer Organisations (FPOs) in inland aquaculture
  • Fish farmers' cooperatives
  • PMMSY, Blue Revolution / NFDB, and state fisheries scheme beneficiaries (premium subsidy)
  • Fish must be reared in clearly demarcated, measurable inland fresh water bodies

📋 What You Need to Declare at Inception

  • Water body type, area (acres), and depth
  • Location — GPS coordinates or survey number
  • Fish species and stocking density (fish per acre)
  • Number of fingerlings stocked and average weight per fish
  • Market value per kg agreed at inception
  • Stocking receipt from certified hatchery / Fisheries Dept.
  • Government scheme if applicable

💰 How Sum Insured is Calculated

Method 1 (Count basis):
No. of fingerlings × Avg. weight per fish (kg) × Market price per kg

Example: 5,000 fish × 0.5 kg × ₹100/kg = Sum Insured ₹2,50,000

Method 2 (Biomass basis):
Total estimated biomass (kg) × Market price per kg agreed at inception

Policy period: typically 12 months or one declared rearing cycle

📜

Stocking Certificate is Mandatory for All Claims

A valid fingerling stocking receipt from a certified hatchery or the Fisheries Department is mandatory — required for all claim settlements. Always retain this receipt from the date of stocking. Claims without a stocking certificate will not be settled.

📚 Aquaculture / Fishery Glossary — Key Terms Explained

Dissolved O₂ (DO)Critical water quality parameter — acute depletion causes rapid mass fish mortality
EUSEpizootic Ulcerative Syndrome — major notified freshwater fish disease causing mass mortality
AeratorEquipment maintaining dissolved oxygen — failure without concurrent natural peril is not covered
MonocultureRearing of a single fish species — simpler management, concentrated disease risk
PolycultureRearing multiple fish species together — better pond utilisation, distributed risk
Rohu / Catla / MrigalThe three “Major Carps” — most common Indian freshwater species in polyculture ponds

CRITICAL: Notify Within 48 Hours — Do NOT Remove Dead Fish

If you observe mass fish mortality in your pond, call Probitas on 022 4302 0000 immediately — within 48 hours of first observing deaths. Do NOT remove, dispose of, or bury dead fish before the Fisheries Department inspector visits and certifies the loss. Removing dead fish before inspection automatically voids your claim and prevents accurate mortality assessment.

🏛

All Fish Mortality Claims Require Fisheries Department Official Certification

Unlike standard property insurance, all disease, water quality, and mortality claims require formal certification by the authorised Fisheries Department official — confirming cause of fish death, percentage of pond mortality, and condition of the water body. Self-reported or unverified mortality is not accepted. The insurer may additionally appoint their own loss assessor to verify findings.

  • Epizootic Ulcerative Syndrome (EUS) and other notified freshwater fish diseases causing mass mortality — certified by Fisheries Dept.
  • Flood, Inundation, Cyclone, Typhoon, Tempest, Storm, Hailstorm causing fish loss through water body overflow or damage
  • Sudden water quality deterioration causing mass fish mortality — including acute dissolved oxygen depletion, natural pH crash — certified by Fisheries Dept.
  • Lightning and Fire directly causing fish loss in the insured water body
  • Earthquake and Landslide causing damage to the water body resulting in fish loss
  • Drought — officially declared by state / central government — causing water body to dry up and result in fish loss
  • [Comprehensive] Third-party external pollution causing mass fish mortality — certified by Fisheries Dept. and insurer
  • Mismanagement or overcrowding — mortality from exceeding prescribed stocking density or failure to maintain minimum water quality standards
  • Pre-existing disease — mortality from diseases present before the policy inception date
  • Mortality from use of banned / unapproved chemicals, feeds, or pesticides by the insured
  • Theft of fish — not covered under this policy
  • Loss due to war, invasion, civil war, rebellion, nuclear perils
  • Mortality occurring outside the declared water body or declared rearing period
  • Drought unless officially declared by state / central government
  • Loss of fish weight or market value reduction — only actual fish mortality (death) is covered
  • Consequential losses — loss of income, profits, market price fluctuations, processing losses
  • Pollution caused by the insured's own activities or own chemical use
  • Fish mortality not certified by Fisheries Dept. within the prescribed timeline after notification
  • Mortality from predator attack — birds, animals, or other fish species

How Claims Are Calculated

Indemnity & Claim Calculation

🐟 Fish Mortality Claim Formula

Claim = (No. of fish dead × Avg. weight/fish kg × Market price/kg agreed at inception) − Deductible

OR: Claim = (Biomass lost kg × Market price/kg) − Deductible

% mortality is determined exclusively by the authorised Fisheries Department official.

💸 Deductible / Excess

Standard deductible: 5% of the sum insured (exact % as per policy schedule at inception). For PMMSY / NFDB / state scheme beneficiaries, the deductible may be nil or significantly reduced. Confirm with Probitas at inception.

⚖️ Stocking Density & Under-Insurance

If the number of fish stocked exceeds the declared stocking density for the pond area, the condition of average applies — the claim is reduced proportionally. Always declare the actual number of fingerlings stocked and never exceed the prescribed stocking density for your pond area and species.

📊 Market Price is Fixed at Inception

To avoid disputes at claim time, the market price per kg of fish is agreed at policy inception and stated in the policy schedule. This rate is used to calculate all claims — actual market price at time of loss is not used. Choose a realistic, verifiable market price at inception.

Policy Conditions

Special Conditions

The following 12 conditions are binding under the the insurer Inland Fresh Water Fish Insurance Policy. Non-compliance may result in claim rejection or policy voiding.

1

Declaration at Inception: Water body area (acres), depth, GPS / survey number, stocking density, fish species, number of fingerlings, average weight, and market value per kg must all be accurately declared.

2

Stocking Certificate: Proof of fingerling stocking — stocking receipt from a certified hatchery or the Fisheries Department — is mandatory for all claim settlements. Retain this receipt from day one.

3

Notification within 48 Hours: Insured must notify Probitas (022 4302 0000) and the insurer within 48 hours of first observing mass fish mortality. Delayed notification may prejudice or void claims.

4

Do Not Remove Dead Fish: Dead fish must NOT be removed, disposed of, or buried before the Fisheries Dept. inspector visits and certifies the mortality. Pre-inspection disposal voids the claim entirely.

5

Fisheries Dept. Inspection: All mortality claims require certification by the authorised Fisheries Department official. Farmer must cooperate and enable timely inspection — delays void claims.

6

Water Quality Records: Insured must maintain regular water quality records (pH, DO, temperature, ammonia) and pond management logs throughout the policy period — required for disease / water quality claims.

7

Stocking Density Limit: Fish stocking must NOT exceed the prescribed density for the declared pond area and water body type. Exceeding density may void or proportionally reduce claims.

8

Approved Species Only: Only fish species declared and approved in the policy schedule are covered. Introduction of undeclared species voids cover for those species during the policy period.

9

Equipment Maintenance: Aerators, pumps, and water management equipment must be maintained in good working order. Mortality caused solely by equipment failure without a concurrent natural peril is not covered.

10

Subrogation: On settlement of any claim (including third-party pollution claims), all rights of recovery against the responsible party automatically transfer to the insurer.

11

Government Subsidy Policies: For subsidised policies, the insured's balance premium must be paid before cover commences. Non-payment of balance premium voids cover for that policy period.

12

Material Change Notification: Any change in fish species, stocking density, or water body use during the policy period must be notified immediately. Failure to notify may void claims for the changed stock.

Common Questions about Fresh Water Fish Insurance

Frequently Asked Questions

Inland Fresh Water Fish Insurance is a specialised rural insurance product by the insurer that protects inland fish farmers against financial loss from mass fish mortality in ponds, tanks, reservoirs, canals, and raceways — due to disease, flood, water quality events, and other covered perils. A single EUS outbreak or flash flood can kill an entire pond of fish overnight, wiping out months of investment. Any individual fish farmer, aquaculture entrepreneur, fish cooperative, SHG, or FPO rearing freshwater fish in inland water bodies needs this cover.
The policy covers commonly reared inland freshwater fish species including Rohu, Catla, Common Carp, Mrigal, Grass Carp, Silver Carp, Pangasius, Tilapia, and mixed polyculture combinations. The specific species must be declared at policy inception and stated in the policy schedule. Introduction of undeclared species during the policy period voids cover for those species. Contact Probitas on 022 4302 0000 to confirm which species are eligible under the current the insurer rate schedule for your state.
The following fish disease losses are covered — subject to certification by the authorised Fisheries Department official:
Epizootic Ulcerative Syndrome (EUS) — a notified major fish disease causing widespread mortality
• Other notified bacterial and viral fish diseases causing mass mortality
• Sudden acute water quality deterioration (acute dissolved oxygen depletion, natural pH crash) causing certified mass mortality
All disease claims require Fisheries Dept. certification. Pre-existing diseases at policy inception are excluded.
Yes — the policy covers mass fish mortality caused by Flood, Inundation, Cyclone, Typhoon, Tempest, Storm, Hailstorm, Lightning, Earthquake, Landslide, and officially declared Drought. For natural disaster claims, the Fisheries Department inspector must still certify the % mortality and cause of loss. The insurer may also appoint their own surveyor. No Police FIR is required for natural disaster claims. Notify Probitas on 022 4302 0000 within 48 hours of the event.
Eligible applicants include: individual fish farmers owning or leasing inland fresh water ponds / tanks / reservoirs; fish pond operators and aquaculture entrepreneurs; Self-Help Groups (SHGs) and Farmer Producer Organisations (FPOs) in inland aquaculture; fish farmers' cooperatives; and beneficiaries of PMMSY, Blue Revolution / NFDB, and state fisheries department schemes (eligible for premium subsidy). Fish must be reared in clearly demarcated, measurable inland fresh water bodies.
Sum Insured is calculated as:
Method 1: No. of fingerlings × Avg. weight per fish (kg) × Market price per kg agreed at inception
Method 2: Total estimated biomass (kg) × Market price per kg agreed at inception
Example: A 1-acre pond with 5,000 Rohu/Catla fingerlings at 0.5 kg each at ₹100/kg = Sum Insured of ₹2,50,000. The market price is fixed at inception to avoid disputes at claim time.
Yes — fish farmers enrolled under PMMSY, the Blue Revolution scheme, and NFDB and various state fisheries schemes are eligible for a premium subsidy of 40% to 75% of the total insurance premium. The government's share is paid directly to the insurer; the insured pays only the residual balance (typically 25%–60%). Coverage and claim process remain identical to non-subsidised policies. Contact Probitas on 022 4302 0000 to check eligibility and assist with enrolment.
Step 1: Call Probitas on 022 4302 0000 immediately — within 48 hours of first observing mass fish deaths.
Step 2: Do NOT remove, dispose of, or bury dead fish — the Fisheries Dept. inspector must assess the pond with dead fish still present.
Step 3: Contact your local Fisheries Department office to request an inspector visit for loss certification.
Step 4: Photograph and video the dead fish in the pond and the surrounding water body condition.
Step 5: Keep all records ready — stocking receipt, pond management logs, water quality records.
No — theft of fish is specifically excluded under the Inland Fresh Water Fish Insurance policy. This policy covers fish mortality (death) from disease, natural disasters, and other covered perils only. Fish theft from ponds requires a different insurance product. If your pond suffers third-party vandalism that causes fish mortality (not theft), this may be covered under the comprehensive plan as a third-party action — subject to Fisheries Dept. certification and Police FIR. Contact Probitas to discuss your specific situation.
