Gujarat's Rann of Kutch — India's Salt Heartland & Cyclone Exposure

76% of India's salt comes from Gujarat's Little Rann of Kutch, Rann of Kutch, and Gulf of Khambhat — one of the world's most cyclone-exposed salt producing regions. The Gujarat coastline is regularly struck by cyclones (Vayu, Tauktae, Biparjoy) causing massive tidal surges that flood salt pans and dissolve harvested salt stock. Cyclone, tidal surge, and unseasonal rainfall are the top three causes of salt crop loss in this region — making Salt Work Insurance essential for every salt manufacturer in Gujarat, Tamil Nadu, and coastal Andhra Pradesh.

Who Can Apply

Eligibility & Sum Insured

🧂 Who is Eligible?

  • Individual salt manufacturers / salt works owners with a valid Salt Commissioner licence / permit
  • Agaria cooperatives and salt worker organisations
  • Salt works lessees / contractors on government-leased salt pans
  • State Governments and government salt works (Sambhar, Didwana)
  • Salt workers (agarias) employed at the insured salt works — under Section III
  • Salt works located within India — declared by GPS / survey number / Salt Commissioner licence number
📜

Salt Commissioner Licence is MANDATORY

The insured must hold a valid Salt Commissioner licence / Salt Works Permit under the Ministry of Commerce & Industry at policy inception. Unlicensed salt works are not eligible. This is the only rural product in our range that requires a Ministry of Commerce statutory licence. Ensure your Salt Commissioner licence is current before applying.

💰 Sum Insured — Three Sections

Section I (Salt Stock): Max. expected salt stock (tonnes) × market price per tonne at inception.
Typical price: ₹400–₹1,500/tonne (common salt, iodised, industrial grade).

Section II (Infrastructure): Reinstatement / repair cost of declared bunds (km × cost/km), pump sets (market value), crystallisers, pipelines, and structures.

Section III (Workers): ₹1,00,000–₹2,00,000 per worker for accidental death / PTD × no. of workers declared. TTD: ₹100–₹200/day per schedule.

⚠️

Average Clause — Insure at Peak Season Stock Value

Salt stock quantity fluctuates daily and seasonally — it is highest just before dispatch. If the actual stock value at time of loss exceeds the declared sum insured, the Average Clause reduces all claims proportionally. Always insure at your peak season expected stock quantity × market price to avoid proportional reduction. Under-insuring to save premium is a false economy when cyclone strikes.

Agaria Welfare — Section III Worker PA Cover

Salt workers (agarias) in the Rann of Kutch work barefoot on crystallised salt flats for 8–10 months — exposed to extreme solar heat, brine immersion, eye damage from glare, cuts from salt crystals, and risk of drowning in pans and canals. Section III provides essential personal accident cover for these workers — accidental death ₹1–₹2 lakh, PTD/PPD coverage, and TTD daily allowance.

📖 Salt Industry Glossary — 12 Key Terms Explained

Coverage Under Salt Work Insurance

What is Covered — Four Sections

The policy covers four distinct areas — salt stock, physical infrastructure, worker personal accident, and optional mechanical breakdown. All claims require the insurer's surveyor inspection before any damaged stock is removed or sold.

🚨

Do NOT Remove / Sell Damaged Salt Stock Before Surveyor Inspection

Damaged or dissolved salt stock must NOT be removed, sold, or disposed of before the insurer's licensed surveyor has inspected, measured, and certified the quantity lost. Call Probitas on 022 4302 0000 immediately — the surveyor must assess core samples / weight of damaged stock to certify the loss quantity. Emergency protective actions are permitted — photograph and video all damaged stock immediately before any movement.

🌧️

IMD Rainfall Certification Required for Rain Dissolution Claims

For rainfall-related salt stock dissolution claims — which are the most common cause of salt crop loss in India — rainfall data from the nearest India Meteorological Department (IMD) station or certified rain gauge records maintained at the salt works must be submitted with the claim. Maintain a daily rainfall register throughout the production season — recording date, rainfall quantity, and any observed impact on salt stock. This is your most important claim document for dissolution losses.

🏗️

Bund Maintenance Obligation Throughout Policy Season

All bunds / embankments must be kept in good repair throughout the policy season. Claims arising from bund breach due to failure to carry out routine maintenance may be voided or reduced by the insurer. Where required by the Salt Commissioner, the annual bund inspection / certification must be current at all times. Routine bund maintenance (patching, heightening before cyclone season) is the insured's obligation — not the insurer's.

SECTION I

  • Cyclone, Typhoon, Tornado, Storm, Hailstorm
  • Flood, Inundation, Tidal Surge, Storm Surge
  • Sea / creek / river overflow into salt pans
  • Unseasonal / excess rainfall dissolving salt stock (IMD certified)
  • Bund breach allowing inundation
  • Fire, RSMD, Aircraft damage, Vehicle impact
SECTION II

Salt Works Infrastructure

  • Bunds / embankments (earthen walls between pans)
  • Crystalliser bed linings and structures
  • Kondha / concentrator pan structures
  • Pump sets (electric / diesel) for brine intake
  • Pipelines, channels, and sluice gates
  • Storage sheds / godowns and worker accommodation
SECTION III

How Claims Are Calculated

Indemnity & Claim Calculation

🧂 Salt Stock Claim Formula (Section I)

Claim = (Quantity of salt stock lost (tonnes) × Market price per tonne at inception) − Compulsory Excess

Quantity lost is determined exclusively by the licensed surveyor through core sampling and weighing of damaged stock. Market price per tonne is fixed at inception and stated in the policy schedule.

🏗️ Infrastructure Claim Formula (Section II)

Claim = Repair / reinstatement cost as assessed by surveyor − Compulsory Excess

Bunds: assessed at cost of earthwork reinstatement per metre. Pump sets: market value (depreciation may apply). Structures: reinstatement cost of declared items.

👷 Worker PA Claim Formula (Section III)

Accidental Death / PTD: Full sum insured per worker
PPD: Percentage of SI as per schedule
TTD: ₹100–₹200 per day per schedule (up to 60–104 weeks)

Workers not declared at inception are not covered. Worker count must match actual workers at the salt works.

⚠️

Average Clause — Variable Stock Requires Peak Season Declaration

Salt stock value varies enormously across the season — from near zero at start to maximum just before dispatch. If actual stock value at time of loss exceeds declared SI, the Average Clause cuts all claims proportionally. Example: SI declared at ₹10 lakh but actual stock is ₹20 lakh at time of cyclone — only 50% of loss is paid. Always declare at peak season maximum stock value.

📅

Season-Based Policy — Fresh Policy Each Season

The policy covers one production season: October–June for Gujarat / Rann of Kutch salt works; different calendar for Tamil Nadu coastal works. Season start and end dates must be declared at inception. A fresh policy proposal is required every season — stock quantities, worker numbers, and infrastructure values must be re-declared each time.

Policy Conditions

Special Conditions

The following 12 conditions are binding under the the insurer Salt Work Insurance Policy. Bund maintenance (Condition 5), stock quantity declaration (Condition 3), and the Average Clause (Condition 4) are the most critical for claims.

1

Salt Commissioner Licence Mandatory: The insured must hold a valid Salt Commissioner licence / Salt Works Permit at inception. Unlicensed salt works are not eligible. This Ministry of Commerce statutory licence must remain current throughout the policy season.

2

Accurate Pan Area Declaration: Salt pan area (hectares / acres) and declared production capacity (tonnes per season) must be accurately stated at inception. Under-declaration activates the Average Clause — all claims reduced proportionally.

3

Stock Quantity Declaration: The maximum quantity of salt stock at any one time during the season must be declared at inception. Stock beyond the declared quantity is not covered. Declare at peak season maximum to protect against cyclone/flood.

4

Average Clause (Salt Stock): If actual stock value at time of loss exceeds the declared SI, the claim is reduced proportionally. Always insure at full peak season stock value. Under-insuring to reduce premium is a false economy — especially in cyclone season.

5

Bund Maintenance Obligation: All bunds / embankments must be maintained in good repair throughout the season. Claims from bund breach due to maintenance failure may be voided or reduced. Annual Salt Commissioner bund inspection certificate (where required) must be current.

6

Rainfall / Inundation Claims — IMD Certification: For rainfall dissolution claims, IMD data from the nearest station or certified rain gauge records at the salt works must be submitted. Maintain a daily rainfall register throughout the season — this is essential for dissolution claims.

7

Notification within 48 Hours: Any loss or damage must be notified to Probitas (022 4302 0000) within 48 hours of the occurrence. Delayed notification may prejudice claim settlement. Call immediately after any cyclone, tidal surge, or heavy rainfall event.

8

Do NOT Remove / Sell Damaged Stock Before Survey: Salt stock damaged or dissolved must NOT be removed, sold, or disposed of before the insurer's surveyor assesses the loss. Emergency protective action permitted — photograph first, call Probitas immediately.

9

Worker Declaration: Under Section III, all workers (agarias) must be declared by name / number at inception. Workers not declared are not covered. Worker count must reflect actual workers employed at the salt works at any time.

10

Policy Period — Season-Based: Policy covers one production season (October–June for Gujarat / Rann works; different for Tamil Nadu coastal). Season dates must be declared at inception. Coverage outside declared season dates does not apply.

11

Subrogation: On settlement of any claim, all rights of recovery against responsible third parties (e.g., for bund breach caused by a neighbour's works) automatically transfer to the insurer.

12

Fresh Policy Each Season: A fresh policy proposal is required for each production season — stock quantities, worker numbers, and infrastructure values must all be re-declared. Policies do not automatically renew from season to season.

Common Questions about Salt Work Insurance

Frequently Asked Questions

Salt Work Insurance is a specialised rural and coastal industry insurance product by the insurer that provides comprehensive protection to salt manufacturers, salt works owners, agaria cooperatives, and salt workers. India produces 29–33 million tonnes of salt annually — mostly through solar evaporation in Gujarat, Tamil Nadu, Rajasthan, and Andhra Pradesh. The entire salt crop is exposed to cyclone, tidal surge, unseasonal rainfall dissolution, bund breach, and fire. A single cyclone can destroy an entire season's harvest worth ₹10–₹40 lakh in a matter of hours. Without insurance, one catastrophic event can destroy the livelihoods of the salt manufacturer and the agaria workers dependent on them.
Salt Work Insurance covers three main categories — you can choose any combination:
Section I — Salt Stock: Harvested / in-process salt crystals in pans and ageing yards — cyclone, flood, tidal surge, rainfall dissolution, bund breach, fire, RSMD
Section II — Infrastructure: Bunds, crystallisers, kondha, pump sets, pipelines, channels, sluice gates, storage sheds, worker accommodation
Section III — Worker PA: Personal accident cover for salt workers (agarias) — accidental death, PTD, PPD, TTD daily allowance
Section IV (add-on): Mechanical breakdown of pump sets and brine intake machinery
Most salt works operators take Sections I + II together as the core cover; adding Section III for worker welfare is strongly recommended.
Yes — unseasonal / excess rainfall dissolving harvested salt stock is specifically covered under Section I and is the single most common cause of salt crop loss in India. Salt crystals dissolve when exposed to rain — even a few hours of moderate rainfall can dissolve tonnes of harvested salt. However, the following are required for a rainfall dissolution claim:
• Rainfall data from the nearest IMD station or certified rain gauge at the salt works
Surveyor inspection and measurement of the quantity dissolved before any stock is removed
• Stock quantity records showing stock levels before the rainfall event
Maintain a daily rainfall register throughout the season — it is your most important document for dissolution claims.
Yes — Section III provides Personal Accident cover for salt workers (agarias) employed at the insured salt works. Coverage includes:
Accidental death while employed at the salt works: full sum insured per worker (₹1,00,000–₹2,00,000)
Permanent Total Disability (PTD): full SI
Permanent Partial Disability (PPD): percentage of SI as per schedule
Temporary Total Disability (TTD): daily allowance (₹100–₹200/day for up to 60–104 weeks)
All workers must be declared by name or number at inception. Workers not declared are not covered. This cover is particularly important given the extreme occupational hazards of working barefoot on salt flats with intense heat, brine immersion, and risk of drowning in pans.
The sum insured for salt stock under Section I is calculated as:
Maximum expected salt stock at any one time during the season (tonnes) × Market price per tonne at inception

Market price per tonne varies by grade: common salt ₹400–₹600/tonne; iodised salt ₹600–₹900/tonne; industrial grade ₹800–₹1,500/tonne. The market price is agreed at inception and fixed in the policy schedule.

Example: Expected peak stock 5,000 tonnes × ₹800/tonne = Sum Insured ₹40,00,000

Always declare at peak season stock quantity — not your average or minimum stock — to avoid the Average Clause reducing your cyclone claim.
The Average Clause activates when the actual value of salt stock at time of loss exceeds the declared sum insured. When this happens, the claim is reduced proportionally — the insured becomes a "co-insurer" for the under-insured portion.

Example: SI declared ₹20 lakh. At the time cyclone strikes, actual stock value is ₹40 lakh (double the SI). If 3,000 tonnes are lost worth ₹24 lakh, the claim is reduced to 50% (20/40): claim payable = ₹12 lakh, not ₹24 lakh.

Salt stock fluctuates dramatically across the season — it is highest in the harvest period just before dispatch. Always declare at peak season maximum stock value. Saving premium by under-insuring is a false economy when a cyclone wipes out the entire harvest.
Yes — cyclone, tidal surge, and storm surge are covered perils under both Section I (salt stock loss) and Section II (infrastructure damage).
Section I: Salt stock destroyed or washed away by cyclone / tidal surge inundating the pans and ageing yards
Section II: Physical damage to bunds / embankments, crystalliser structures, pump sets, pipelines, storage sheds, and worker accommodation caused by the cyclone
Notify Probitas on 022 4302 0000 within 48 hours of the cyclone making landfall / tidal surge occurring. Cyclone / flood certification from the District Collector or NDMA is required for the claim in addition to the surveyor's assessment.
Key documents:
Salt Commissioner licence (current and valid)
Surveyor / loss assessor report — quantity lost, cause, extent
IMD rainfall records or certified rain gauge register (dissolution claims)
Cyclone / flood Collector / NDMA certification (cyclone/flood claims)
Stock quantity records / production register showing pre-loss stock levels
• Photographs / video of damage (taken before any stock is removed)
• Repair estimates and bills (bund / infrastructure claims)
• Police FIR + death / disability certificate (worker accident claims)
• Bank passbook / cancelled cheque (NEFT payment)
Maintaining a complete production register with daily stock levels is the single most important claim preparation practice for any salt works owner.
No — this policy does NOT cover salt stock in transit. Coverage under Salt Work Insurance applies only to salt stock at the declared salt works and ageing yard — while it is in the pans, stacked in mounds, or stored in godowns at the insured location. Once the salt has been sold, handed to a carrier, or loaded onto a vehicle for dispatch, it is no longer covered under this policy. Salt stock in transit requires a separate Marine / Transit Insurance policy. Contact Probitas on 022 4302 0000 to arrange transit cover for your salt consignments in addition to Salt Work Insurance.
Call our rural insurance experts on 022 4302 0000 (Mon–Sat, 9 AM–6 PM) or fill in the quote form on this page. We will help you: correctly declare the sum insured (peak stock tonnes × price per tonne), choose the right sections (I / II / III / IV), confirm Salt Commissioner licence details, set the production season dates, declare worker count for Section III, and issue the policy from Probitas Insurance Brokers Ltd. as your IRDAI-licensed broker (Lic. No. 528). We also assist with renewal at the start of each new production season — stock quantities and infrastructure values must be re-declared each season.
