Who Can Apply

Eligibility & Sum Insured

🏷️

Ear Tag / Ear Tattoo — Mandatory for Every Insured Animal. No Tag = No Claim.

Every insured sheep / goat must be individually identified by a unique ear tag (metal / plastic) or ear tattoo number at inception. The identification must match the policy schedule and the veterinary certificate. Animals without a valid ear tag cannot be claimed — even if the death is clearly covered. For group policies: a complete ear tag register listing all insured animals must be maintained and submitted at inception.

💉

PPR & FMD Vaccination — Mandatory at Inception

Every insured animal must be vaccinated against PPR (Peste des Petits Ruminants) and FMD (Foot-and-Mouth Disease). Vaccination records must be submitted at inception. PPR vaccination lapse at the time of a PPR outbreak may void the claim for that animal. Enterotoxaemia / Pulpy Kidney and Goat Pox vaccination are strongly recommended in endemic areas.

🗺️

Transhumance — Migration Route & Grazing Areas Must Be Declared

For pastoral / nomadic flocks undergoing transhumance (seasonal migration from lowland winter pastures to highland summer pastures), the migration route, seasonal grazing areas, and approximate movement dates must be declared at inception. Deaths during undeclared routes or grazing areas may not be covered. Bakkarwals (J&K), Gujjars (Himachal), Raikas (Rajasthan), and Dhangars (Maharashtra) must declare their annual migration route.

🐑 Who is Eligible?

  • Individual farmers, pastoralists, nomadic herders, dairy goat farmers, wool producers
  • SHGs, cooperatives, FPOs, pastoral communities (Gujjar, Bakkarwal, Raika, Dhangar, Changpa)
  • Animals 3 months–7 years (varies by insurer / state)
  • Ear tag / tattoo per animal — mandatory
  • Vet health certificate + PPR & FMD vaccination records — mandatory
  • Location / grazing area declared at inception
  • RPBY beneficiaries: must be registered with state Animal Husbandry Dept.

Coverage Under Sheep / Goat Insurance

What is Covered — Three Peril Categories

Coverage spans three categories: disease death, predator attack, and accident / natural calamity. Critical: 24-hour notification, do NOT dispose of carcass before vet exam, and for predators — Forest Dept. panchanama required.

🚨

Notify Within 24 HOURS of Death — Do NOT Dispose of Carcass Before Vet Examination

Death of any insured sheep / goat must be notified to Probitas on 022 4302 0000 within 24 HOURS. Do NOT dispose of, bury, or remove the carcass before the veterinarian examines and certifies cause of death. Photograph the animal and its ear tag clearly. For predator attack: also notify the Forest Department / gram panchayat for a panchanama. For PPR suspected: also notify the state Animal Husbandry Department.

⚠️

Do NOT Dispose of the Carcass Before Veterinary Examination

The carcass must NOT be disposed of, buried, or removed before a government / registered veterinarian examines it and issues a cause-of-death certificate. Photograph the animal and its ear tag clearly before any disposal. The ear tag must be visible in at least one photograph. Early disposal voids the claim.

🦠

PPR (Goat Plague) — NOTIFIABLE DISEASE Special Condition

PPR (Peste des Petits Ruminants) is a notifiable disease under the Prevention and Control of Infectious and Contagious Diseases in Animals Act. If PPR is suspected in the flock, notify the state Animal Husbandry Department immediately. PPR may trigger government movement restrictions and mass vaccination orders. PPR vaccination compliance throughout the policy period is critical for claim validity.

🐆

Predator Attack — Forest Department PANCHANAMA Required

For predator attack claims — leopard, wolf, jackal, wild dog / stray dog attack — a Forest Department or Revenue Department PANCHANAMA / CERTIFICATE confirming the predator attack is required along with the veterinary cause-of-death certificate. Photographs of the carcass showing claw / bite marks are also required. Notify the local forest beat officer and gram panchayat immediately after a predator attack.

💉

Vaccination Lapse Warning — PPR Claim May Be Voided

PPR vaccination is mandatory. PPR vaccination lapse at the time of a PPR outbreak may void the claim for that specific animal. FMD vaccination lapse similarly may affect FMD-caused death claims. Submit updated vaccination records at inception and at each annual renewal. Keep a vaccination register for all insured animals.

🦠

Disease Death

  • PPR (Peste des Petits Ruminants) — "Goat Plague"; 50%–80% flock mortality; the primary named disease peril
  • FMD — Foot-and-Mouth Disease; ulcers, lameness, secondary deaths
  • Enterotoxaemia (Pulpy Kidney), CCPP, Goat Pox / Sheep Pox
  • Brucellosis, Anthrax, Haemorrhagic Septicaemia, Orf / Ecthyma
  • Haemonchus contortus (barber's pole worm), any vet-certified disease
🐆

Predator Attack

  • Leopard attack on grazing flock — Forest Dept. panchanama required
  • Wolf attack — especially in Rajasthan, Madhya Pradesh, Gujarat pastoral areas
  • Jackal, wild dog / stray dog, hyena — on grazing flocks
  • Snake bite (where insurer accepts as accidental cause of death)
  • All predator claims: carcass photographs + panchanama mandatory
🌊

Accident & Natural Calamity

  • Road accident / vehicular collision — during transhumance on highways
  • Drowning — river / canal crossings during seasonal migration
  • Flash flood catching grazing flock; cyclone; landslide
  • Avalanche / heavy snowfall — Himalayan zones (Bakkarwal / Changpa flocks)
  • Lightning strike, fire at the shelter / pen, electrocution

How Claims Are Calculated

Indemnity & Claim Calculation

🐑 Claim Formula — Per Animal

Claim = Sum Insured (agreed market value per animal at inception) − Compulsory Excess

Each insured animal is claimed individually by its ear tag number. SI = market value certified by a government-licensed / registered veterinarian at inception. Full SI is paid on death (minus excess).

For group / flock policies: each dead animal is claimed separately by its ear tag number from the ear tag register.

📐 SI Factors — What Determines Animal Value

  • Breed and breed standard quality (indigenous vs crossbred vs exotic)
  • Age — peak productive years command highest SI; SI declines after peak
  • Purpose — breeding animals / stud rams at premium valuation
  • Health condition and body weight at inception
  • For Pashmina: pashmina fibre quality certification from LAHDC / CSWRI
  • For fine wool sheep: fleece weight record and wool grade
🏷️

Claims Settled Per Ear Tag Number — Group Policy Note

For group / flock policies, each dead animal is claimed individually by its unique ear tag number from the ear tag register submitted at inception. The ear tag number must match the deceased animal (visible in photographs). Claims for animals without matching ear tag records in the register are not payable. Maintaining an accurate, up-to-date ear tag register throughout the policy period is critical.

⚠️ No Consequential Loss — Death Cover Only

This policy pays the sum insured on death — it does NOT cover any consequential losses: milk production loss, wool / pashmina income loss, breeding fees / stud fees, kid / lamb production income after the parent's death. Only the agreed SI per animal (minus excess) is payable on death.

Common Questions about Sheep / Goat Insurance

Frequently Asked Questions

The the insurer Sheep / Goat Insurance Scheme is a livestock mortality insurance product protecting sheep and goat owners against financial loss from animal death due to disease, predator attack, accident, or natural calamity. India has ~163 million goats and ~74 million sheep — primary assets of pastoral communities (Gujjar, Bakkarwal, Raika, Dhangar, Changpa) and millions of small farmers. These animals are "walking banks" liquidated in emergencies. A PPR outbreak can kill 50%–80% of a flock — ₹8 lakh+ — within days. Individual farmers, pastoral herders, SHGs, cooperatives, and FPOs all benefit.
All recognised sheep and goat breeds are coverable. Key breeds:

Goats: Black Bengal, Jamunapari, Barbari, Beetal, Mehsana, Surti, Osmanabadi, Malabari, Changthangi (Ladakh pashmina goats), Boer (exotic), Saanen, Alpine (exotic)

Sheep: Deccani, Bellary (Bannur), Nellore, Mandya (Bandur), Marwari, Chokla, Nali, Magra, Jaisalmeri, Rampur Bushair, Gaddi, Merino cross, Rambouillet cross

All breeds with government-recognised status and veterinary certification are eligible. Per-animal SI varies by breed, age, and purpose (see SI Range Table in the Eligibility section).
Yes — PPR (Peste des Petits Ruminants / Goat Plague) is the primary named disease peril under this scheme. PPR is the most economically devastating disease of small ruminants — causing 50%–80% flock mortality in unvaccinated flocks within days.

Coverage conditions for PPR claims:
• PPR vaccination must be current at the time of the outbreak — lapse may void the claim
• Notify Probitas (022 4302 0000) AND state AH Dept. within 24 hours
• State AH Dept. issues a disease investigation report confirming PPR — required for the claim
• Do NOT dispose of the carcass before vet examination

Use the scenario table in the Indemnity section to estimate your PPR claim payout.
Yes — predator attack is a covered peril under this scheme. Covered predators include leopard, wolf, jackal, wild dog / stray dog, and hyena. This is a major cause of sheep/goat mortality for pastoral communities — particularly in forest fringe areas and Himalayan zones where leopard and wolf populations are high.

Documents required for predator attack claims:
1. Forest Department or Revenue Department PANCHANAMA / CERTIFICATE confirming the predator attack — issued by the local forest beat officer / tehsildar
2. Veterinary Cause of Death Certificate (confirming death from predator wounds)
3. Photographs of the carcass showing claw marks, bite wounds, or other evidence of predator attack
4. Ear tag visible in photographs

Notify the local forest beat officer / gram panchayat within 24 hours of the attack to enable timely panchanama issue.
The sum insured is the agreed market value of each animal at inception — assessed and certified by a government-licensed / registered veterinarian. Key factors:
Breed and breed standard quality — Changthangi (pashmina) goats are highest value
Age — peak productive years command highest SI; value declines after 4–5 years for most breeds
Purpose — breeding rams / bucks at premium valuation
Body condition and weight at inception
Pashmina quality — LAHDC / CSWRI fibre certification increases SI
Fine wool fleece weight and grade — Merino cross sheep

The SI is reassessed at each annual renewal and generally declines with age.
Yes — PPR and FMD vaccination is mandatory at inception. Vaccination records must be submitted at inception and at each annual renewal.

Critical condition: PPR vaccination lapse at the time of a PPR outbreak may void the claim for that specific animal. This is the most important vaccination condition — PPR is the primary disease peril and the most common cause of sheep/goat insurance claims in India.

Recommended additional vaccinations:
Enterotoxaemia / Pulpy Kidney — strongly recommended in areas with history
Goat Pox / Sheep Pox — recommended in endemic areas
Brucellosis — for breeding animals in high-risk areas
For pastoral and nomadic communities with large flocks (50–500+ animals), a group policy covering the entire flock under one policy is available. How it works:

1. A complete ear tag register listing all insured animals (tag number, breed, age, SI per animal) is submitted at inception
2. All animals are individually ear-tagged before the policy is issued
3. The policy schedule lists total animals and total SI
4. Each dead animal is claimed individually by ear tag number from the register
5. New animals added mid-year require a fresh endorsement with new ear tag numbers

For transhumance / nomadic policies: the migration route and seasonal grazing areas must also be declared. Deaths during undeclared routes may not be covered.
Step 1: Call Probitas on 022 4302 0000 within 24 HOURS.
Step 2: Do NOT dispose of the carcass before vet examination.
Step 3: Photograph the deceased animal clearly — ear tag must be visible in at least one photo. Also photograph any bite / claw marks (predator) or disease symptoms.
Step 4: For PPR suspected: also call the state AH Dept. helpline immediately.
Step 5: For predator attack: notify the local forest beat officer / gram panchayat immediately for panchanama.
Step 6: Call a registered / government veterinarian to examine the carcass and issue a cause-of-death certificate.

Most common mistake: Disposing of or burying the carcass before the vet examines it — this immediately voids the claim.
