Rural Insurance· Group Personal Accident

What is This Scheme? PERSON INSURANCE

This is the first the insurer rural insurance product that insures a person — not an animal, crop, or asset. It provides Group Personal Accident (GPA) insurance to rickshaw pullers: covering accidental death, permanent disability, and temporary income loss. Probitas Insurance Brokers Pvt. Ltd. (IRDAI Lic. No. 528) is your licensed broker.

👤

The Paradigm Shift — From Animals to People: This is PERSON Insurance

First Product in This Series to Insure a Human Life & Body

All previous the insurer rural insurance products insured animals (cattle, camel, horse, pig, poultry, elephant) or assets (saltwork, pumpset, cycle rickshaw vehicle). This is the FIRST product that insures the HUMAN BEING — specifically the rickshaw puller's life and body. It is a Group Personal Accident (GPA) Insurance policy: if the rickshaw puller dies or is injured in an accident while working, the policy pays financial compensation to the puller and their family. The insured is a person — not property.

🛺

India's Rickshaw Pullers — 8–10 Million Workers With No Formal Safety Net

India has an estimated 8–10 million cycle and e-rickshaw pullers — one of the largest occupational groups in the informal economy. Average daily income: ₹200–₹500. No PF, no ESI / ESIC, no sick leave, no paid leave, no employer liability. Most pullers are migrant workers from SC / OBC communities in UP, Bihar, West Bengal, Odisha, and Assam. The overwhelming majority do NOT own their rickshaw — they rent it for ₹40–₹100/day. A road accident that kills or permanently disables a rickshaw puller destroys the family's ENTIRE livelihood — immediately and permanently. Cycle rickshaws have zero structural protection: the puller is fully exposed to traffic at all times.

GROUP Policy — Organisations Buy on Behalf of Their Rickshaw Puller Members

This is a GROUP Personal Accident Insurance policy. Individual rickshaw pullers CANNOT buy this policy directly. The policy is purchased by an ORGANISATION — a rickshaw union, cooperative, municipal corporation, NGO, or SHG — on behalf of their members. The organisation is the "Group Policyholder" and administers the scheme: enrolling members, paying premiums (or collecting from members), and helping nominees claim benefits. The individual pullers are the insured persons / beneficiaries.

Benefits Under the Scheme

Coverage Benefits — Deep Dive

Four distinct benefit types activate under different accident scenarios. Understanding what is and is NOT covered is critical — this is an accident-only policy. TTD weekly benefit is the most unique feature — no animal insurance product in this series provides income replacement.

🚨

PERSONAL ACCIDENT INSURANCE — ACCIDENTS ONLY· Natural Death NOT Covered

The most critical distinction for rickshaw pullers to understand

☠️ A — Accidental Death

If the insured puller dies as a direct result of bodily injury caused by an accident within 12 months of the accident — the NOMINEE (spouse / child / parent) receives 100% of the Capital Sum Insured (CSI) as a lump sum.

  • Road accident — vehicle hitting cycle rickshaw
  • Fatal fall while operating rickshaw
  • Electrocution / fire accident while at work
  • Standard CSI: ₹1,00,000 (the insurer GPA)

B — Permanent Total Disability (PTD)

If the puller suffers a permanent total disability from an accident that permanently and totally prevents them from working — 100% of CSI is paid to the insured puller.

  • Loss of both eyes (total blindness)
  • Loss of both hands or both feet
  • Loss of one eye AND one hand / foot
  • Any condition: permanently unable to pull

🩺 C — Permanent Partial Disability (PPD)

If the puller suffers a permanent partial loss of function from an accident — a percentage of CSI is paid as per the disability schedule in the policy.

  • Loss of one eye — 50% of CSI
  • Loss of one hand or one foot — 50% of CSI
  • Loss of fingers, toes — % per schedule
  • Hearing loss (one ear) — % per schedule

🏥 D — Temporary Total Disability (TTD)

If the puller is temporarily unable to work due to accident injury (broken arm, leg fracture, etc.) — a weekly compensation replaces lost income for the duration of disability.

  • Weekly benefit: ₹250–₹500 per week
  • Maximum 52 weeks (1 year)
  • No earnings during this period — TTD fills the gap
  • Medical certificate of disability required weekly
🏛️

PMSBY (Pradhan Mantri Suraksha Bima Yojana) — How the insurer Group PA Supplements It

PMSBY provides ₹2,00,000 accidental death/PTD cover at just ₹20/year (auto-debit from bank). Most pullers with bank accounts can access PMSBY independently. This the insurer Group PA scheme is designed to SUPPLEMENT PMSBY:

  • TTD (weekly income benefit) — PMSBY does NOT provide this; the insurer GPA does
  • Detailed PPD schedule — the insurer GPA provides more granular disability benefits
  • Medical expense reimbursement — available as endorsement on the insurer GPA
  • Group administration through union / cooperative — PMSBY is individual bank-linked
🚗

Road Accidents — The Leading Cause of Death & Disability for Rickshaw Pullers

Cycle rickshaws have NO structural protection — no airbags, no crumple zones, no seat belts. The puller is directly exposed to traffic at all times. Road accidents (vehicles hitting rickshaws) are the LEADING cause of death and permanent disability for rickshaw pullers — particularly in high-traffic urban areas. This Group PA policy was specifically designed to provide a financial safety net for this occupational hazard.

⚠️ Disclaimer: Coverage details are for general information only. Refer to the policy wordings issued by the insurer for complete terms. Probitas Insurance Brokers Pvt. Ltd. (Lic. No. 528) is an IRDAI-licensed broker and does not underwrite insurance.

How to File a Claim

Claim Process — Accidental Death & Disability

The GROUP POLICYHOLDER (union / corporation / NGO) plays a critical role — helping the nominee (who may be illiterate) compile documents and submit the claim. Call Probitas on 022 4302 0000 at any step.

👥

The Group Policyholder Administers the Claim on Behalf of the Nominee

The nominee (widow / family member) — who may be illiterate or semi-literate — approaches the group policyholder (the union / municipal corporation / NGO) for claim assistance. The group policyholder provides the claim form, helps compile and submit documents, and coordinates with Probitas / insurer to ensure the nominee receives their benefit. This intermediary role makes the group policyholder's commitment to member welfare essential for effective scheme operation.

📢

Notify the Group Policyholder + Probitas Promptly After Any Accident

After any accident involving an insured puller, notify the group policyholder immediately and call Probitas on 022 4302 0000 within the stipulated time (typically 30 days from the accident). For road accidents: lodge a Police FIR at the nearest police station immediately.

📢

Notify Group Policyholder & Probitas

Nominee / family member contacts the group policyholder (union / corporation / NGO). Also call Probitas on 022 4302 0000. For road accident: Police FIR mandatory. For accidental death: do NOT delay — post-mortem must be arranged promptly.

Collect Documents

Group policyholder helps nominee compile: Police FIR, Post-Mortem Report / Inquest Report (death claims), Death Certificate, identity proof of deceased and nominee, nominee's bank account details, copy of the group policy / certificate of insurance, and rickshaw license if available.

📤

Submit Claim via Group Policyholder

Group policyholder submits the claim form and all documents to Probitas / insurer on behalf of the nominee. The group policyholder is the primary contact for the insurer — NOT the individual nominee. For TTD claims: medical certificates must be submitted regularly (each 2–4 weeks).

Claim Settlement

Death: 100% of CSI to nominee by NEFT / cheque.
PTD: 100% of CSI to insured puller.
PPD: % of CSI per disability schedule.
TTD: Weekly payment for duration of disability.
IRDAI TAT: 30 days from complete documents.

Policy Conditions

Special Conditions

The following 10 conditions are binding under the the insurer Group Personal Accident scheme for rickshaw pullers. Conditions 1 (Accident Only), 2 (Alcohol/Drugs), 4 (Police FIR), and 8 (E-Rickshaw License) are the most critical.

1

ACCIDENT ONLY — Natural Death Not Covered: This policy covers ONLY accidental death and accidental disability. Natural death from heart attack, stroke, disease, or illness is EXCLUDED. The death must result DIRECTLY from a bodily injury caused by a sudden accident.

2

Alcohol / Drugs Exclusion: Death or injury occurring when the puller was under the influence of alcohol or drugs at the time of the accident may void the claim. The post-mortem / medical report may reveal intoxication. This is strictly enforced.

3

Nominee Must Be Registered: Each insured puller must nominate a beneficiary (spouse / parent / child) at the time of group enrollment. The nominee must be named in the group policy schedule. Un-nominated pullers' death claims may face delays.

4

Police FIR — Mandatory for Accident Claims: A Police FIR (First Information Report) from the nearest police station is mandatory for all road accident claims — both death and disability. File the FIR immediately after the accident. Without FIR, accident claims may not be processable.

5

Post-Mortem Report — Mandatory for Death Claims: An Inquest Report / Post-Mortem Report from a government hospital or forensic authority certifying accidental cause of death is mandatory for all death benefit claims.

6

12-Month Survival Rule: Accidental death must occur within 12 months of the date of the accident. If the puller dies from accident injuries more than 12 months after the accident date, the death claim may not be payable.

7

TTD Medical Certificates Required Regularly: For Temporary Total Disability (TTD) weekly benefit claims, a medical certificate confirming continuing disability must be submitted regularly (every 2–4 weeks) to the group policyholder / insurer. TTD stops when the puller is certified fit to work.

8

E-Rickshaw License Mandatory: For e-rickshaw operators, death or injury while operating without a valid commercial vehicle license or e-rickshaw registration under the Motor Vehicles Act may void the claim. Ensure all enrolled e-rickshaw pullers have valid licenses.

9

Group Policyholder Responsible for Member Roll: The group policyholder must maintain an accurate and current member roll. Pullers not listed in the policy schedule at the time of the accident are NOT insured. New members added during the year require endorsement.

10

Annual Renewal: The group policy must be renewed annually. Coverage lapses on the policy expiry date. The group policyholder is responsible for timely renewal to ensure continuous coverage for all insured pullers.

Common Questions

Frequently Asked Questions

the insurer's Group Personal Accident Insurance for Rickshaw Pullers is a group accident insurance scheme providing financial protection to rickshaw pullers and their families against accidental death and disability.

It is specifically designed for:
• Cycle rickshaw (hand-pulled / pedal) operators
• E-rickshaw (battery-operated) operators
• Their families (nominees) who depend entirely on the puller's daily income

This is the first product in the insurer's rural insurance series that insures a person rather than an animal or asset. All previous products (cattle, camel, horse, pig, poultry, elephant, yak etc.) insured animals. This policy insures the human body and life of the rickshaw puller.

India has 8–10 million rickshaw pullers — among the most economically vulnerable informal workers with no PF, no ESI, no sick leave, and no employer liability.
Individual rickshaw pullers CANNOT buy this policy directly. This is a GROUP policy — it must be purchased by an ORGANISATION:

Rickshaw unions / cooperatives (e.g. Delhi Cycle Rickshaw Operators' Union, UP E-Rickshaw Chalak Sangh)
Municipal corporations (NDMC, BMC, KMC, AMC) running city rickshaw schemes
NGOs working with urban informal workers (SEWA, Chintan, Jan Sahas)
State / district government departments under NULM schemes
SHGs of rickshaw pullers

The organisation is the "Group Policyholder" — they pay the premium, maintain the member roll, and administer claims on behalf of their members.

If you are a rickshaw union or municipal body looking to enroll your members, contact Probitas on 022 4302 0000 or fill in the Enroll Group form on this page.
Four distinct benefits are triggered by different accident outcomes:

A — Accidental Death (100% CSI): If the puller dies directly from an accident (road accident, fatal fall, etc.) — 100% of the Capital Sum Insured (e.g. ₹1,00,000) is paid in a lump sum to the nominated beneficiary (spouse / family).

B — Permanent Total Disability / PTD (100% CSI): If the puller permanently loses the ability to work (loss of both eyes, both limbs, or total disability) — 100% of CSI is paid to the puller.

C — Permanent Partial Disability / PPD (% of CSI): If the puller suffers a permanent partial disability (loss of one eye = 50% CSI; loss of one hand = 50% CSI; loss of fingers/hearing = various %) — a percentage of CSI is paid.

D — Temporary Total Disability / TTD (₹250–₹500/week): If the puller is temporarily unable to work (broken arm, leg fracture from accident) — a weekly benefit replaces lost income for the duration of disability, up to 52 weeks. This is the most unique feature — no animal insurance pays weekly income replacement.
NO — natural death is NOT covered. This is a Personal ACCIDENT Insurance policy — it covers accidents only.

NOT COVERED:
• Death from heart attack, stroke, cancer, tuberculosis, or any disease
• Death from any illness or medical condition
• Death under influence of alcohol or drugs

COVERED:
• Death from a road accident (vehicle striking rickshaw)
• Death from a fatal fall while operating the rickshaw
• Death from any sudden unforeseen accidental injury

This distinction is very important for rickshaw pullers and their families to understand. If a puller collapses from heat stroke while pulling a rickshaw — this may NOT be covered (heat stroke is a medical condition, not a physical accident). If a puller is hit by a vehicle — this IS covered.

For disease / illness coverage, the puller needs a health insurance policy — which is separate from this PA policy.
The Capital Sum Insured (CSI) is the maximum benefit amount per insured person — the lump sum payable for accidental death or Permanent Total Disability (PTD).

Standard the insurer GPA for rickshaw pullers: CSI = ₹1,00,000

State scheme variants:
• Delhi rickshaw scheme: ₹1,00,000 accidental death
• West Bengal scheme: ₹25,000–₹50,000
• UP municipal schemes: ₹50,000

The group policyholder (union / corporation) negotiates the CSI with the insurer at the time of group policy purchase. Higher CSI = higher premium per member per year.

The CSI drives all other benefits: PTD = 100% of CSI; PPD (one eye) = 50% of CSI; TTD = weekly benefit independent of CSI (typically ₹250–₹500/week based on daily wage basis).
TTD (Temporary Total Disability) is the most unique benefit in this scheme — it provides weekly income replacement when the puller is temporarily unable to work due to an accident injury.

How it works:
• A puller breaks their right arm in a road accident — they cannot pull a rickshaw for 8 weeks
• During those 8 weeks: NO daily income (₹200–₹500/day lost)
• TTD benefit: ₹250–₹500 per week × 8 weeks = ₹2,000–₹4,000
• Payment is made weekly or fortnightly to the puller
• Medical certificate confirming continuing disability must be submitted regularly
• TTD stops when the puller is certified medically fit to return to work
• Maximum TTD duration: typically 52 weeks (1 year)

While ₹250–₹500/week is modest, it is a crucial lifeline when the puller has zero earning capacity from accident injury. No animal insurance product in this series offers any equivalent of income replacement.
PMSBY (₹20/year) provides: ₹2,00,000 for accidental death / PTD; ₹1,00,000 for PPD. Auto-debit from bank account. Many pullers with Jan Dhan accounts can access PMSBY independently.

PMSBY does NOT provide: TTD weekly benefit; detailed disability schedule; medical expense coverage; group administration through union.

This the insurer Group PA scheme SUPPLEMENTS PMSBY:
• Adds TTD weekly income replacement that PMSBY lacks
• Provides group administration through the union/NGO — helping illiterate pullers access claims
• Can include medical expense endorsement
• Works alongside PMSBY — both can coexist and a puller can receive both benefits

A combined PMSBY + the insurer Group PA package designed by Probitas for your union provides the most comprehensive protection. Contact us on 022 4302 0000 to design the right scheme.
For accidental death claims, the following documents are required:

• Duly filled Claim Form (via group policyholder)
• Copy of group policy / certificate of insurance for the deceased puller
Police FIR (First Information Report) — MANDATORY for road accidents
Post-Mortem Report / Inquest Report — certifying accidental cause of death
Death Certificate from municipal authority / gram panchayat
• Proof of identity of deceased: Aadhaar / Voter ID / Ration Card
• Nominee's identity proof (Aadhaar / PAN)
• Nominee's bank account details (for NEFT payment)
• Rickshaw license / registration of the deceased puller (if available)

The group policyholder (union / NGO / corporation) assists the nominee in collecting and submitting these documents. The nominee — who may be illiterate — approaches the group policyholder for help.
Standard Group Personal Accident Insurance for rickshaw pullers typically covers accidents during the course of employment / work — i.e., while the puller is pulling / operating the rickshaw or engaged in work-related activities.

Coverage outside working hours (e.g. at home, during leisure) depends on the specific policy terms negotiated by the group policyholder. Some GPA policies provide 24-hour accident coverage (not limited to working hours) — this must be confirmed in the group policy document.

Most road accidents involving rickshaw pullers occur while they are working — so this distinction rarely matters in practice. However, if the puller was injured on the way to/from their rickshaw stand, or during a lunch break, the group policyholder should submit the claim and let the insurer assess coverage.

Contact Probitas on 022 4302 0000 to discuss 24-hour vs. working-hours coverage for your group scheme.
