Boiler & Pressure Plant Insurance covers all equipment that operates under internal pressure and poses an explosion or collapse risk. This includes the boiler unit itself and all associated pressure-bearing components in the steam circuit.

Primary Pressure Plant — The Boiler Circuit

  • Fire-tube boilers:Lancashire boilers, Cochran boilers, smoke-tube boilers, and similar designs where hot gases pass through tubes surrounded by water. Common in textile mills, paper mills, small industrial steam plants, and district heating systems. Maximum pressure typically up to 16 bar.
  • Water-tube boilers:Babcock & Wilcox, Stirling, and similar boiler designs where water passes through tubes surrounded by hot gases. Used in power plants, large steam generation facilities, and high-pressure process steam applications. Can operate at very high pressures (up to 200+ bar) and temperatures.
  • Package boilers:Fully assembled, factory-built steam boilers in horizontal or vertical configuration. Widely used in food processing, breweries, hospitals, hotels, laundries, and small industrial applications.

  • Steam accumulators / receivers:Steam storage vessels and flash tanks that operate under steam pressure as part of the steam distribution system. Common in process plants with intermittent steam demand profiles.

IBR (Indian Boiler Regulations) — The Regulatory Context for Boiler Insurance

The Indian Boiler Regulations (IBR), 1950 mandate the registration, periodic inspection, and certification of all boilers above a defined threshold (generally boilers with heating surface above 0.5 sq.m or working pressure above 1 kg/cm²) with the relevant state government’s Boiler Inspectorate. Key IBR requirements for insured boilers:

Annual inspection and renewal of IBR certificate: Every registered boiler must be inspected annually by an IBR-approved inspector. The IBR Certificate of Working Order must be current for the boiler to be legally operated and for a valid insurance claim to be admitted. Lapses in IBR certification can affect claim admissibility.
Safety valve certification: Safety valves on all insured boilers must be certified to lift at the correct set pressure. Failure of safety valves — the primary safety device preventing over-pressure explosion — is the most common proximate cause of insured boiler explosions.

Sum Insured — Valuation & Add-On Covers

Correct sum insured setting is essential for Boiler & Pressure Plant Insurance. The policy is issued on a Present-Day New Replacement Value (PDNRV) basis — not on book value or depreciated value.

Present-Day New Replacement Value (PDNRV) — The Only Correct Basis

Boilers and pressure plants are covered for their present-day new replacement value — the cost to purchase and install a new equivalent boiler at current market prices, including:
• Equipment ex-works price (current manufacturer’s list price for an equivalent capacity unit)
• Freight and insurance (transport cost from manufacturer to site)
• Erection / installation cost (cost to install and commission the new boiler)
• Civil works related to boiler installation (boiler foundation, brickwork, stack reconstruction)
• Testing and commissioning charges

Why NOT book value or depreciated value: If a 15-year-old boiler that cost ₹50 lakh new is valued at its book value (say ₹5 lakh after depreciation) and then suffers a total explosion loss, the ₹5 lakh sum insured is wholly inadequate to replace it with a new equivalent unit. The PDNRV basis ensures the insured can actually replace the destroyed boiler with a new equivalent unit at current prices.

Important restriction: The policy cannot be issued on an agreed value basis. The sum insured must genuinely reflect the PDNRV of the insured plant. In the event of a claim, the insurer assesses the current replacement cost and applies the average clause if the sum insured is less than the actual PDNRV.

Surrounding Property — Separate Sum Insured

Damage to the owner’s existing surrounding property can be covered under the Boiler policy on a selected limits of indemnity basis. The surrounding property SI should be set at the reinstatement value of the most exposed adjacent plant and equipment — typically:
• The boiler house building and civil structure
• Adjacent process equipment within the explosion radius
• Electrical switchgear and control panels near the boiler
• Steam and water pipework connected to the boiler
• Turbines, generators, and other high-value equipment close to the boiler

The surrounding property sum insured is additional to the boiler’s own PDNRV. It should represent the maximum property loss within the likely explosion radius, which for a large industrial boiler can extend to 50–100 metres.

Third-Party Liability — Selected Limit of Indemnity

Third-party liability coverage (death/bodily injury and property damage to third parties) is available on a selected limit of indemnity basis. The limit should consider:
• Maximum number of workers and visitors who could be in the vicinity during normal operation
• Proximity of the boiler to public roads, residential areas, or other factories
• Regulatory environment: under Indian law, there is no statutory cap on industrial accident liability; courts have awarded substantial compensation in industrial accident cases
• Past precedent for boiler explosion injuries in similar industrial settings

A minimum TPL limit of ₹1–5 crore per incident is recommended; high-exposure locations (boilers near public roads, dense industrial areas, or shared premises) should carry higher limits of ₹5–25 crore.

Power & Energy Sector

  • Thermal power plants:Coal, gas, oil, and biomass-fired thermal power stations operate very large, high-pressure, high-temperature boilers generating steam for turbines. How to Handle a Boiler Explosion or Collapse Claim

Claim Process — Boiler & Pressure Plant Insurance

Boiler explosion claims are among the most complex engineering insurance claims. The investigation requires specialist expertise, regulatory involvement, and careful preservation of evidence.

In the event of a boiler explosion or collapse:

• Evacuate all personnel from the affected area
• Call emergency services (fire, ambulance, police)
• Provide first aid to injured workers
• Shut down interconnected steam, gas, and fuel supply to prevent secondary fires or further explosions

Regulatory notification (mandatory):
